Energy Policy

Eley Associates offers a depth of experience in the development, implementation and support of building standards and other building energy policies. Some of the services we provide include:

  • Building energy code development
  • Energy code economic evaluation
  • Compliance method development
  • Code compliance software tools
  • User's manuals and guidelines
  • Energy code training

Project Highlights

American Samoa and Guam Energy Code Development

Cost effective energy efficiency code for new buildings suitable for adoption by American Samoa and Guam. The code is a modified version of the Hawaii code and is based on the results of a savings opportunities analysis, a life-cycle cost analysis and an impact analysis. (On-going since 1995)

Hawaii Model Energy Code Development, Impact Analysis, User’s Manual and Training

Energy conservation code and related consultation and training for the State of Hawaii. The envelope requirements of the code use a new approach that shifts emphasis to glazing performance rather than limiting glazing area. The lighting and HVAC sections of the code were adapted from the California energy standards and ASHRAE Standard 90.1-1989 (in draft form at the time). (1988-90). We also adapted ASHRAE Standard 90.1 to include a residential component (before ASHRAE 90.2 was developed). Subsequently we revised the code and performed an economic impact analysis of the code. (1990-1991). Training on the code to 350 architects, engineers and building officials (1995)

Australia Energy Code – Research and Development

Stringency analysis for building efficiency measures, leading to development of a commercial energy code for Australia. The purpose of the study was to determine the cost-effective level of energy performance for commercial building systems in 10 climate conditions under a range of economic and building operation assumptions. Performed approximately 4,000 DOE2 computer simulations for the analysis. (1995 and 1993)
